An offline address is a regular bitcoin address within a cold wallet. A cold wallet is stored within a computer/storage device that is not connected to the internet.

You cannot spend from an offline address/wallet. You can only generate keys and send coins into the address/wallet making it extremely secure. In bitcoin-qt you would have to import the key into a wallet online (or put the offline computer online) to spend. The way Armory does it may be more slightly secure or efficient but it is essentially the same. Not sure exactly how it is done with Armory because I don't use it... yet.

@catlinhappy How can i set up an offline wallet in armory ?
1) Obtain a dedicated desktop or laptop - specs are nearly irrelevant since the offline machine does next to no work. 2) Physically disable the network via the BIOS, glue in the RJ45 port. This machine is never going to go online - ever. 2) Install a clean OS of your choice - Linux or Windows whatever you are more comfortable with. It's never going online, so the attack surface is extremely small regardless of OS choice, patch level, etc. 3) Install armory, generate keys, print offline paper backups
For spending, you will need to create an online watching wallet and you'll be moving data between the watching/offline machines via USB portable media. There are plenty of details and iterations, but that's the basic idea. Lots of information is available on the Armory website.

See this writeup - it shows how to use Armory for offline key storage/signing with CounterParty/CounterWallet.
FYI - this is an example of why CounterParty on Bitcoin is so much further ahead than say Dogeparty.
