The forum will only work so well for managing ACT recruitment. We'd want a way to list ACTs, list your skillset, get notified when someone is seeking your skillset or working on a project with a matching tag or query. 
Of course, we don't want to reinvent the wheel so building on some open source platform would be ideal. Something like Drupal is too heavyweight, perhaps there are some very simple JS/RoR/Python apps that could fit this use-case?

  Thanks @edd. I also saw that there is jobberbase but I haven't found one that is lightweight enough for my liking. I think the forum for now may be best in the "worse is better" sense, but this will be something to revisit in the nearish future.
